Why didn't Al Queda orchestrate this attack?

Why didn't Bin Laden choose to do this. Well, Kheli Sheik Muhammed propsed an attack by hijacking 10 different airplanes on 9/11/01. Muhammed wanted to hijack 2 planes and crash them into the twin towers. Then, the 3rd one into the pentagon. Then, the 4th one into the US Capitol. Then a 5th one into the US Bank Tower in LA. Then a 6th one into the Space Needle in Seattle. Then a 7th one into the Bank of America Tower in Seattle. Then a 8th one into the Sears Tower in Chicago. Then a 9th one into the Empire State Building. And the 10th one, Muhammed said he'd hijack it and kill all the men on the flight, then land the plane somewhere, and make a public speech and then release the women. I don't get why Bin Laden rejected that plan from Muhammed. Muhammed said it would've worked perfectly, but Bin Laden didn't want to do it. He wanted to just hijack four planes into the WTC, Pentagon and Capitol. Why???
